I'm a gay male living in South Africa. I have literally had contact with 1000's of dicks in their erect state on people from different race groups.
Here are my observations concerning length in approximate percentages.
Black guys - Tiny: 3-4" (2%), Small: 4-5" (20%), Medium: 6-7"(55%), Medium large: 8-8.5" (15%), Large: 9-10" (7%), Huge: 11"+ (2%)

I don't have enough experiece with Middle Eastern men to be able to comment on them.
Some gereral comments. White guys from Holland and Germany seems to have a higher proportion of big penises than than their white brothers elsewhere. Medertranian: Portugese-Greek - on average smaller. The coulpe of Italians I encounted were very well hung - that may have been coincidence I haven't met enough to make any worthwile evaluation. Black guys from central Africa have a higher percentage of large dicks than black guys down South.
A man's height does not necessarily relate to penis size. Huge dicks can come on tall or short men. I've seen some very small peckers on 6' 6" men while the largest dick that I've encountered measured from the top was 12 1/2" long and 3" across and that was on a skiny black guy from Namibia who was about 5' 9" tall. Generally though bigger dicks come on taller men and smaller ones on shorter guys. Lean wirery types are more likely to have big penises while fat guys in general are on the shorter side but not always.
Flacid dicks are no indication of what the erect member will be especially now days with guys using all sorts of methods to enhance penis size. I've seen 7" flacid dicks stay the same size when hard and a 3" dick grow to a thick 8 1/2".
Does size matter? From a gay sex point of veiw - YES! From a relationship point of veiw - NO!
